Bicyclists replace pedal power with horsepower
It takes Joe Cessna about 15 minutes to drive 2.2 miles to work from his Lakeport home five days a week. If that’s an inconvenience, filling up his 1.4-gallon gas tank once a month more than makes up for it, he said.
In June, Cessna bought a bright yellow Whizzer motorbike, a 24-inch adult bicycle with an aluminum engine that churns out almost two horsepower. Driving to his job at Wal-Mart is an adventure in sightseeing, mostly for other motorists who slow their 55-mph journeys on Estes Parkway to take a gander at Cessna traveling at a maximum of 35 mph.

Since these vehicles fit in the given categories, shouldn’t they be required to be registered and pay the fees like all the others?
