Follow the logic

OK, let me get this straight because I'm not sure exactly how this works. Rep. David Simpson has introduced a bill that says, in essence, if the State of Texas doesn't like a Federal law because it feels that it infringes on the State of Texas' Constitution, it doesn't have to obey it. It can just refuse. Is that the gist of it?
Well, assuming that to be the case, then, if a county doesn't like a state law, it too can just ignore it. Or if a city doesn't like a county ordinance such as a new road, eminent domain, sharing a shelter expense for example, then the city can just ignore it. And to carry it one step further, if a citizen doesn't like a city ordinance like speed limits, gun regulations in certain areas, or cell phone use, then he or she can just ignore that.
If you follow that to its logical conclusion the result is chaos. This is the trap of libertarianism. As appealing as it is, the logical result of this thinking must be anarchy. Ayn Rand would love it, I suppose.
