ER's and where they go

Interesting News-Journal item about the use of "concierge" ER's in Texas and how we will be having two in Longview soon. Both, according to the article will be located on the north side of town, one on McCann and the other on the Loop.
It seems as if under current rules, these facilities are not able to accept medicare or medicaid so that may cut down on the number of "emergency" visits that so many hospitals complain about, it begs the question that I find most interesting. Presently, I am not aware of any emergency facility south of downtown. If I am wrong, my apologies. But if I am correct, that fact coupled with the inability of these ER's to accept anyone without private insurance seems to highlight, again, the mercenary nature of health care.
I am not against anyone making a profit. But there are the one thing that a united citizenry needs is access to quality health care. And any area that looks to attract a diverse, educated and well trained work force knows this. So, why not one on the side of town least served by emergency facilities? I don't know, just asking.
