Is pot-pushing state rep Simpson playing games?

I applaud state Rep. Simpson's call for the legalization of marijuana, although I doubt if it has much chance of passing in the current climate of the lege or of the state in general. I am left wondering why he chose to introduce
One of the reasons he stated for introducing this bill was the proven medical value of certain products of marijuana that help ease the symptoms of a number of conditions. Surely a bill to establish the use of this plant for medical uses only, a bill that could have found wide support in the lege as well as in the public at large, would have been a wiser course of action. So why a call for full legalization?
His use of scripture to justify it is interesting and holds value, but is not a viable tactic to get to the full legalization of cannabis and I am wondering if he isn't playing both sides of the issue. By introducing a bill that has no chance, he doesn't have to worry about any blow back from the law and order crowd while continuing to establish his Christian values and Libertarian label.
