Officials: Cough syrup was factor in Longview woman's third DWI arrest

A Longview teen was arrested on her third driving while intoxicated charge within six months Monday after she topped speeds in excess of 100 miles per hour before wrecking her vehicle.
According to arrest reports, 19-year-old Chelsee Goins was arrested at 12:20 p.m. Monday on Interstate 20 in Gregg County after troopers responded to a one-vehicle crash.
In the report, Trooper Bryan Thurston said Goins "staggered severely and appeared to be extremely disoriented."
Thurston said an empty bottle of cough syrup was found in Goins' purse. A trooper asked Goins why she drank the entire bottle, to which she replied, "That's just what I do."
A blood specimen was taken from Goins at Good Shepherd Medical Center before she was released to the jail.
Goins was arrested June 25 for driving while intoxicated and again July 30.
Goins remained jailed Tuesday on $20,000 bond.
